Our Story
Kakalec Leung PLLC was formed through the combination of two established New York firms: Kakalec Law PLLC, founded by Patricia Kakalec, and Leung Law PLLC, founded by Christopher K. Leung in 2023.
For years, Kakalec Law built a practice representing employees in wage theft, discrimination, and harassment matters, alongside appellate work protecting workers' rights across New York. Leung Law represented whistleblowers, consumers, and public health advocates in complex litigation addressing fraud, unsafe products, and civil rights violations.
Though the two firms grew separately, they share a common foundation. Both Patricia Kakalec and Christopher Leung built parts of their careers at the New York State Office of the Attorney General, representing the public interest in some of the state's most significant enforcement actions — from labor law protections to a $247 million judgment against a national delivery carrier for the unlawful shipment of contraband cigarettes, to a coordinated 40-state investigation into the opioid crisis.
Combining these practices lets us do more for our clients: the depth of individual worker representation Kakalec Law is known for, alongside the complex litigation, class action, and public health advocacy that defines Leung Law's docket. Together, we take on cases that call for both grounded client advocacy and sophisticated, large-scale litigation strategy — whether that means recovering unpaid wages for a single worker or holding a manufacturer accountable for products that harmed thousands.
Kakalec Leung PLLC was built on the conviction that the law is one of the most powerful tools available for holding power accountable — and that it should be available to the people who need it most, not just those who can afford it.
Accountability over convenience
We take on employers, corporations, and government agencies that would rather settle quietly or avoid scrutiny altogether. Our attorneys have built careers pursuing cases that others wouldn't, from a $247 million trial verdict to novel civil rights claims, because the right outcome is worth the harder fight.
Courage for those who come forward.
Whistleblowers, workers who report harassment, and consumers who challenge powerful companies all take real risks by speaking up. We built our practice around protecting and empowering the people willing to do that.
Rigor in service of real people.
Complex litigation — class actions, multistate investigations, appellate briefing — is only worth doing well if it changes outcomes for the people behind the case. We bring the same preparation to a single worker's wage claim that we bring to a nationwide public health case.
Access to justice.
Legal representation shouldn't depend on your income, your language, or your immigration status. Our practice includes bilingual services and a history of representing farmworkers, trafficking survivors, and other clients who are too often shut out of the legal system.
Public service as a starting point, not an exception.
Both founding attorneys spent years inside government — at the New York State Office of the Attorney General and beyond — enforcing the law on behalf of the public before representing individual clients. That experience shapes how we litigate: strategically, thoroughly, and with an understanding of how institutions actually work.
Community, not just casework.
